Μελέτη αποκατάστασης και επέκτασης Καράδειου κτιρίου στη Χίο | Study for the restoration and extension of the Karradeios building in Chios

Η πράξη αφορά την αξιοποίηση του συγκροτήματος της «Καρραδείου» στη Χίο - ιδιοκτησίας του Πανεπιστημίου Αιγαίου- για τη συμπλήρωση των κτιριακών υποδομών της πανεπιστημιακής μονάδας Χίου, με την αποκατάσταση και επαναχρηση ενός υφιστάμενου νεοκλασσικού κτηρίου, την κατεδάφιση των υπολοίπων υπαρχόντων κτηρίων (μεταγενέστερες προσθήκες) και την ανέγερση νέου/νέων κτηρίων στο οικόπεδο, με σύγχρονες αντιλήψεις σχεδιασμού και κατασκευής και σεβασμό στα ιστορικά αρχιτεκτονικά χαρακτηριστικά των κτιρίων της περιοχής. Για το σκοπό αυτό απαιτείται η εκπόνηση της σχετικής μελέτης. Της μελέτης για την ανέγερση νέου/νέων κτηρίων, της διαμόρφωσης του ακάλυπτου χώρου και της αποκατάστασης του παραπάνω νεοκλασσικού κτηρίου θα προηγηθεί ανοιχτός αρχιτεκτονικός διαγωνισμός προσχεδίων, όπως προβλέπεται από την Υ.Α. ΥΠΕΝ/ΔΜΕΑΑΠ/48505/387/21(ΦΕΚ 2239 β'/31-5-2021) και τον Ν.4412/16, όπως ισχύει.

Για τη διενέργεια του αρχιτεκτονικού διαγωνισμού απαιτείται η συγκρότηση κριτικής επιτροπής, η οποία θα αξιολογήσει της προτάσεις. Η σύνθεση της Κριτικής Επιτροπής γίνεται σύμφωνα με το άρθρο 114 του Ν. 4412/2016 και το άρθρο 12 της υπ΄αριθμ. ΥΠΕΝ/ΔΜΕΑΑΠ/48505/387/21 Υ. Α.  και θα είναι 5 μελής. Θα αποτελείται από (4) τέσσερεις Αρχιτέκτονες Μηχανικούς (ένας (1) κριτής αρχιτέκτονας, διακεκριμένο μέλος του αντίστοιχου κλαδικού φορέα, που επιλέγεται από την Διοργανώτρια αρχή και τρείς (3) κριτές αρχιτέκτονες από τον κατάλογο κριτών αρχιτεκτονικών διαγωνισμών της παρ.3 του άρθρου 12 της υπ΄αριθμ. ΥΠΕΝ/ΔΜΕΑΑΠ/48505/387/21 Υ.Α. του ΥΠΕΝ) και (1) ένα μέλος - εκπρόσωπο της Διοργανώτριας Αρχής. Στην πρώτη βραβευθείσα μελετητική ομάδα θα ανατεθεί η εκπόνηση της μελέτης των αρχιτεκτονικών, των στατικών και των η/μ εγκαταστάσεων, η σύνταξη των τευχών δημοπράτησης και η έκδοση Οικοδομικής Αδείας για το έργο : «ΑΠΟΚΑΤΑΣΤΑΣΗ ΚΑΙ ΕΠΕΚΤΑΣΗ ΚΑΡΡΑΔΕΙΟΥ ΚΤΙΡΙΟΥ ΣΤΗ ΧΙΟ" , προκειμένου εν συνεχεία να είναι δυνατή η δημοπράτηση εκτέλεσης του σχετικού κατασκευαστικού έργου.

Η επίβλεψη της μελέτης θα γίνει από τη ΜΟΔ ΑΕ κατόπιν προγραμματικής σύμβασης. Επίσης, στο πλαίσιο των δράσεων δημοσιότητας του αρχιτεκτονικού διαγωνισμού, το Πανεπιστήμιο θα παρουσιάσει στο κοινό τόσο τις διακριθείσες, όσο και τις υπόλοιπες προτάσεις με διοργάνωση έκθεσης και έκδοση τεύχους.

The operation concerns the development of the complex of "Karradeios" in Chios - property of the University of the Aegean - for the completion of the building infrastructure of the university unit of Chios, with the restoration and reuse of an existing neoclassical building, the demolition of the remaining existing buildings (later additions) and the construction of new buildings on the plot, with modern design and construction concepts and respect for the historical architectural characteristics of the buildings in the area. To this end, a study is required. The design for the construction of new buildings, the landscaping of the open space and the restoration of the above neoclassical building will be preceded by an open architectural competition for preliminary designs, as provided for in the Ministerial Decree YPEN/DMEAP/48505/387/21 (Government Gazette 2239 b'/31-5-2021) and the Law 4412/16, as in force.

For the conduct of the architectural competition, the formation of a jury is required, which will evaluate the proposals. The composition of the Jury is in accordance with Article 114 of Law 4412/2016 and Article 12 of the Ministerial Decree YPEN/DMEAP/48505/387/21 Y. A. and will be 5 members. It will consist of (4) four Architectural Engineers (one (1) architect judge, a distinguished member of the respective sectoral body, selected by the Organizing Authority and three (3) architect judges from the list of architectural competition judges of paragraph 3 of article 12 of the Ministerial Decree YPEN/DMEAP/48505/387/21 of the Ministry of Environment) and (1) one member - representative of the Organising Authority.
The first winning design team will be entrusted with the elaboration of the study of the architectural, structural and electrical installations, the preparation of the tender documents and the issuance of the Building Permit for the project: " RESTORATION AND EXTENSION OF

THE KARRADEIOS BUILDING IN CHIOS", in order to enable the subsequent tendering of the execution of the relevant construction project.
The supervision of the study will be carried out by MOU SA under a programme contract. Also, in the context of the publicity activities of the architectural competition, the University will present to the public both the winning and the other proposals by organising an exhibition and publishing an issue.
